What am I missing on this Tohatsu carb?

4 horse Tohatsu. The hole in the first pic leaks a lot of gas when running. Is it supposed to have a brass plug like in the second pic? If so what's it called and how do I get one? Doesn't look like a Welch plug or at least what I'm used to. Haven't seen anything like that in carb repair kit.IMG_5183.jpgIMG_5184.jpg

at this hole should be NO PLUG at all. live this unlaged.
problem with floating out fuel is needle and float.
clean float chamber, needle seat. and check a needle if is not worn.

Upper carb's bodies have those orifices regardless of which motor brand is it. Depending on location, if threaded are intended to hook brackets, for remote choke, throttle systems, if non threaded are fuel vents which releases fuel when the float's needle doesn't close firm against the valve's seat.

The fixed small pellets that seals fuel passages under no circumstances should ever be remove when cleaning carbs. Are hard to find and not included within a carb kit...

Yes, it should be open. Your needle/seat is not seating properly. Clean the carb. Properly. You are flooding. OR, you can install the carb for an MFS6A and get 50% more power, then fix the old carb at your leisure.
