Gyrene, actually they can call a draft anytime they want, when they re-authorized the registration, there was a key part of the law, that included the draft if deemed needed. Also, they was not a draft notice, it was a notice to register as required by law. Nobody has actually started pulling chits again, it was simply a humorous mistake made be the government.
