Waverunner 2003 XLT 1200 won't stop after flushing

Just purchased an '03 XLT 1200. PO disconnected oil pump and runs great on 50:1 premix.

Since we ski in salt water here in FL, I'm religious about flushing/rinsing after riding. Know the drill about: a)start, b)water on, c)water off, d)stop, so you don't flood the engine/exhaust. For some reason, however, the kill-switch key and stop button do not stop the engine after the water is stopped an hose disconnected from flushing port. I have to turn the fuel off to get the damn engine to stop, which is 'no good' for the carbs and rest of the fuel delivery system.

Note that the kill switch and stop button work perfectly all other times.

I've got the service manual and wiring diagram but I can find no reference of a switch or interlock that would over-ride the stop/kill circuit. I can see where designers may have wanted the engine to continue running if the hose or positive water pressure is present to avoid engine damage, but it's plenty flushed out by the time i turn the water off and remove the hose... 15+ seconds to be sure.

What the hell is going on here? Any ideas?
