My question is ..WHAT is the circuit ? have have the lower unit off ..the garden hose in the coper tube and the water goes up the head and back down the exaust ... should i have water comming out the pee hole?
and or the 2 hole in the midle of the leg just under the lower cowl it thinks its called

You should get water out of the pee indicator. The two exhaust relief holes mostly spew water when the motor is in water. Little to none out of water. Clogs of spider nest or debris can clog the indicator. Compressed air blown ito it or a straightened paperclip stuck in while it should be peeing usually loosens it to flush out too.
