Depends on the weight of the skier and the design of the ski or skis. I'm 260 lbs. and I sink too much below about 23 mph. I prefer about 30mph. Little kids can go much slower.

I like to go about 16-17 on knee board, 22 on 2 skiis, maybe 26-27 on slalom and 35 barefoot. Beginners on 2 skiis I'd say minimum is about 20mph for an adult, 16 for a kid.

Everyone is different and skiis are different so you just have to try it and see. I can tell the correct speed from the drivers seat by how deep they are in the water or if they start bouncing.

It has a lot to do with the size of the skier and the ski itself. I have pulled kids at 15MPH. Most adults will need to be at a minimum of 20-22MPH to stay up. I slalom at around 33mph though I can stay up under 30 on one ski. It becomes a matter of preference. It takes more effort to stay up at a slower speed. The skis are easier to control a little faste, at least to me they are.
