waterpump question on 1967 johnson

I have what i believe is 1967 28hp johnson. It had good water stream when I was working on it in a garbage can. The water in the can got a little low and as soon as i noticed it i shut it down . it was not very long at all . Now when i start it it takes a little time for water to start coming out? is this normal or should i consider replacing the water pump? Any hepl would be great . I am new to boating and just dont know how things work. I am very handy and could fix most things with a little help.

Make sure it's deep enough in the water. If not, it is slow to pump. If water level is halfway up the leg, so the water pump is completely submerged, it should start pumping in a few seconds.
