got a free outboard today, a 1975 20hp merc. I replaced the spark plugs and impeller, cleaned and rebuilt the carb and fuel pump. she starts and runs, but not very smooth and doesn't seem to reach full speed...kinda surges a bit at WOT. each cylinder has 110 psi, but I noticed that the bottom one has water drops on the plug. how do I fix that? I checked and rechecked my fuel for water. where else could it get in there from?
