water pee hole on a 8 hp 99 johnson?

while running the water seems to just drip from the black rubber pee hole, no matter what rpms, a steady drip. the water seems to come out of the hole next to the exaust port as a descent spray. ( it's not a thru hub exaust )is this normal?? thankyou

I had the same problem and found the rubber tube to be clogged.

Run a straightened out paper clip up the exit, or take the tube off and blow through it.
