Water out the pee hole problems

I have a problem with my 85 model 15hp Evinrude. I just finished some work doing a different head with the thermostat on top and new gaskets and thermostat, new water tube and water tube grommets, New powerhead to exhaust head gasket. New waterpump housing and waterpump. I have the motor running and it is pumping water and looks like the thermostat is working. I have checked the temp with a temp gun on the top of the block and it is running between 135 to 155. My problem is I am still getting some water through the shiftrod grommet and when I am running the motor hard and slow down the water starts puttering out and quits coming out for a little bit and then starts coming out strong after a little bit. What is going on? I don't think the waterjackets are stopped up in the block. The motor has never been run it salt water and looked really good inside the waterjacket areas. Should I take my water hose and hook it to the watertube and take the thermostat out and see if good water comes out?

What you describe seems to point to something blocking a water passage somewhere. Can you expand on the "different head"? The 155 seems high for your engine with a fresh water pump. Did you use a factory manual?

I did use a factory manual. The head is an 87 model with all new parts. It has great pressure at Idle and at speed but when I slow down after a fast run the water slows down and quits for a little and then starts up again.

Did you check the grommet where the water tube goes into the exhaust housing , if they collapse they can cause this type of restriction.

As for the water stopping when you slow down, that could just be from some cavitation being caused by the boat slowing down. All the outboards I've owned (granted it's only 3, + 2 my friend has dad), the water flow decreased greatly when we slow down, once the boat settles back in the water the pressure returns.
The other problem I don't know, but there's some good advice from bk to start with.

Yes that was one of the first things I checked. I have a newer type grommet that has the bell shape on the end and is easier when you put a little lube on it. I checked the temps today out in the boat and Idling around it was at 120 to 144 across the top of the block 120 where the freeze plug is and on the other side by the starter around 136 to 144 top temp, lower when running. Those temps sound like it is about right to me. You can put your hand on the top of the block and leave it there for about 3 to 4 seconds. It did not slow down as much today but when I got home and put the muffs to flush it out It did it again.

Temps are bang on. You sound like you are talking about the water pump grommet, I'm referring to the other end, where the tube goes into the exhaust housing. I wouldnt worry about it, it sounds ok to me.
