Sure sounds like an impeller problem and I say that because if the pee hole were blocked, you wouldn't feel anything coming out, even air. Is it possible that the block is still filling or the thermostat hasn't opened yet? I read recently that it is common for the block to take a maximum of 20 seconds to fill before peeing.
On my '77 Merc 500, there is a brass plug near spark plug #2 that is in the water jacket. When the water pump is pumping, water should shoot out of that hole in a good stream. Maybe you could check for a plug on yours and see if you get flow. When my pee hole was plugged I had flow there and stuck a wire in the pee hole to clear it. I've never worked on a V6, only inlines so I'm not sure if this applies.
It was also described to me recently that an impeller is a displacement pump at idle and a slinger at higher RPM making it possible that revving it slightly may allow it to start peeing. If the problem persists at idle indicates that the impeller needs replaced.
