I have a 99 bryant with a volvo penta 4.3 . I recently replaced the fule pump and carburetor. Now for some reason the right side of the engine gets water locked . Mechanic checked the manifold, took the heads off and everthing looks good . Also when we replaced the carburetor. We were getting high rpm 1100 idle 1800 neutral.

Check your SWL to manifold dimensions.

Weigh your boat

High idle is carb related. Did you use a Holley carb or a Chinese knockoff from ebay?

So if the plugs were pulled on the right side of the engine water would come blasting out of one of the spark plugs holes.

Replace the manifold.

Bought a remanufactured rochester from marine carburetors. The engine had a rochester carburetor on it .

Rochester stopped building carburetors in 1989. you state you have a 1999.

Volvo used rochester throttle bodies on the TBI motors and holley carbs on the carbureted motors in 1999

Correct, even the vovlo website says Holly carb for replacement. It confused me when looking for parts . ( I forgot about that fact when I made the post ) So the mechanic is thinking it's an older engine . Mid to late 80's. I bought the boat in the spring , the guy had it since 2005 . Either he didn't know it was an older motor or didn't tell me he replaced it .

no way someone owns a boat for 17 years and doesnt realize the motor is 10+ years older than what should be in there. the guy lied to you when he sold it.

back to the issue at hand. high RPM is either a junk carb (no such thing as a good reman rochester anymore as cores are 35 years old.) or you have a vacuum leak.

the hydrolocking is either cracked head, cracked block, cracked exhaust manifold, leaking elbow gasket or failed head gasket.

drain the cooling water, pressure test the water jacket.

So far he's taken the manifold off and inspected , looks good. Took the head off , inspected looks good even the gasket . Did compression test all good . He's was stumped , even took measurements when heads were off and evething was perfect . I don't know what the water jacket is , but I can pass it along and see if he looked at it . This is my first boat , and I am learning as I go . The first guy mentioned it might be ....idk the name , but said that there is a flap or check valve that let's the water in and said that might be the issue . But he doest like working on volvo pentas so I brought it to the place its at now .

The manifold may need to be tested for a leak. Inspecting does not really do a thorough job. Some people test for leaks by filling the water jacket with acetone and then seeing if the level of acetone drops (I think that's how it's done).
