Water in oil - Exhaust or Head Gasket

After reading many other postings, I'm not sure where to go here.

I have a Mercruiser 140hp, replaced the head gasket (and all others involved) about 3 years ago. Ran great until last year when I lost the lower unit. Just finished the rebuild yesterday and ran it a bit. After a few runs I check the oil and see water. Pulled the plugs and they are wet. If it's not one thing it's another, I think this boat might be scared of the water.

So - Will a compression test tell me if it's a head gasket or exhuast, or is there a better test?

Thanks.
