Water in lower? Yamaha 4

Very general question that I have not been able to find the answer to online:

Should there be water in the lower outside the impeller housing? I have been fighting with a 4hp trying to get it to pump water. New housing and a second new impeller and I’m finally getting water inside a bucket… however the lower fills up to the waterline with water as well. I am able to see it through the gear linkage access hole. Is this a bad gasket? Just a quirky small motor thing? Or is this totally normal and I’ve just never noticed it on my bigger motors?

It feels wrong to have water just sitting in the lower… but I guess it wouldn’t be the strangest thing I’ve ever seen.

I’ll be draining the lower until soon to see if the water has penetrated the gear box. Crossing my fingers that it hasn’t.

Took it out on the water. The impeller is not nearly as powerful or cold as I’d like. What other seals should I be checking out? New housing gasket and new housing. I’ve blown out the passage ways with an air compressor. Surely the water outside of the housing has something to do with it…. Right?

that 1st pic looks like a lot of water flowing out around the lower unit.
I am not familiar with those small outboards, are you sure you have the tube shoved down into the water pump seal properly?
maybe it moved as you put the lower unit on
