water in lower unit

Hi all. 1990 70hp yamaha. Got milky gear oil. Did a water pump repair kit and noticed some nasty looking fluid water mixture spit around about the pump housing. I pulled the pump apart as far as the base plate below the pump, but didnt go as far as to pull that plate of as looking around the base it seemed to me to be a good seal, now im wishing i did replace it. Anyone know where i should start? Thanks!

Water had definitely been going past the lower pump housing seals, it was corroded togather so bad that in the process the insert portion on the pump housing broke off in a perfect ring inside and flush to the L.U. right around the drive shaft. i drilled, p.b'd, and beat on it and it finally gave, but broke off about a 1/4" notch on the lip off the lower unit. Im assuming i cant get a water tight seal if the mating surface isnt totally flush. Does anyone have any ideas how i can fix this notch or if it can be filled in by a good welder or not??? Thanks!
