Water in bottom cylinder

I have a 1998 60hp Johnson and I have water getting in the lower cylinder. I replaced the head gasket (the head and block surface are good and no signs of cracks) still getting water in the lower cylinder. So I removed the power head and removed the bottom seal cover ( inbetween the two seals are clean with only oil) the bottom bearing is dripping with a water oil mixture. the flange the powerhead mounts to is clean with no sighn of leaks-- pulled out the exhaust from the midsection and on the forward right side is the same trace of water oil mixture. I need to know what all causes of this problem could be so I can look and repair or replace the right components while I got this thing apart. And how can water enter the cylinder at all respects.

Yes the exhaust cover is removed and seems water flows on the side where the pee tube connects an the othe side has traces of water the whole gasket is wet --- there is a slot on the motor side at the top and looks to me water is ment to get in ??? I can lay the power head on its side and poor water in the pee hole side of the exaust with cover removed and the water goes through head and comes out
and also seeps into other side of the exaust. Do you think I have got to disassemble the power head?

What are the check points to isolate a water leak in the bottom cyl. of a 1998 60hp Johnson?
Plug fouls in 30 minutes. Seems like a big leak.

There are only a few places it can get in:

1. Head gasket.

2. Exhaust cover gasket.

3. Lower main seal (rare).

4. Cracked block (rarer).

The head & exhaust cover gaskets look good and no milk shake looking stuff between the lower seals they look excellent.
Looks like disassembly time-------Thanks

I removed the intake manifold so I could at least get some oil on the bearings for the lower cylinder. No signs of cracks yet, alot of rusty water and oil.
Could it be possible that water is coming up from the exhaust housing in the mid section?:confused:
