Water flow 72 Thunderbolt

I have a 72 Thunderbolt 500. I wasn't getting any water through the pee hole and so I bought a impeller kit. After tearing it apart I thought for sure this would be the issue with the old impeller thrashed and junk gallore inside. After rebuilding all the way to the bottom base o ring I thought we have it. Still no water at the top. I pulled the flush plug and have tons of water there. I also blew air by mouth through the pee hole line to be sure it wasn't clogged. I can blow through and suck water up with engine running. but no water coming up. I check to be sure when I reinstalled the lower unit that the water tube was nicely seated in water pump.

I don't know where all water should be coming through on top other than the 1 pee hole. Also there is another hole toward front of engine case which was plugged with dirt and crap, which I cleared. I can see but can get to the fitting where the pee hole hose connects to plastic fitting, this looks good also.

Where else can I check for issues?
