Water everywhere

1976 johnson 85 Hooked up to a hose started up, I have water coming out the exhaust and the 3 holes in the lower unit one in front one on rt one on left these are normal. It is also is spraying out all around the seem where the foot bolts on. I removed the foot and found the water tubes were slightly deformed and the grommets were soft but had a small year at the very bottom. I straightened the water tubes(there's 2) and reinserted. When I started this time I got a much improved flow thru the bypass but still spraying out at the seem. I ordered the grommets but while I have the pump housing off I noticed the there is no gasket no sealant and no provision for oring. I'm guessing that there is water blowing out at the base of the pump housing. Should I use a sealant?
