water around the outside of the gas tank storage area

I've got a Bayliner Bowrider 16'. Today I noticed a couple inches of water around the gas tank. In the attached picture, you can see I tipped the tank on end, searching for a drain hole of some kind. None to be found! The water is from a recent rain, but I assume it should drain down into the bilge area. Anyone got any thoughts? Thanks

The area may not drain into the bilge because if gas would leak out. Use a shop vac or something else

I'm just guessing but with no drain thats it.
