warning module going bad?

I have a 1992 40 HP Oil injected Mercury that the warning horn is sometimes not working when you turn the key to run. It has done this twice since I have owned it (3 months). Both times when I turn the key off and let it sit for a while it started working again. Is there anyway to test?

Check for a loose wire at switch or at module.
