VST Pump O Ring

2006 200hp VX200TLR There is a small O Ring at the top portion of the VST pump. Mine was damaged/pinched so I need to replace it. My question is: Does it stay on the shaft just above the sleeve or is it to go in the hole and compress when I push the pump into the fuel tube. Neither way seems to work very well. On the shaft seems to not allow the pump to go in all the way but off the shaft and the pump wants to fall back down. What am I doing wrong?

Just a guess but I would think it stays on the shaft, but just guessing
