My impeller will not pull water. I changed the impeller, checked the hoses for leaks, put air from out drive and to out drive to check for blockage. None. I am thinking I should change the pump housing. Anyone have any other ideas on this issue? Thank you.

Fist place to look is the flush hose inside the boat, if that cap is loose you won't get water to the pump.
Has the drive been off the boat? Perhaps the upper and lower separated for some reason? You did put a new oring on the pump housing didn't you?
Do you have the plastic hose barbs in the raw water pump housing? If so, is the inlet side loose?

We checked the hose flush, no loose cap, no drive off the boat, new o-ring installed with the new pump. We suspect it is the pump housing. It is the plastic/metal style. Fingers crossed. Thank you for your help.

As a test, wrap some silicone "emergency tape" around the plastic/metal joint and see if that helps. I wouldn't consider it a fix, but if it works you will know it is the pump housing.

Are you sure you put the inlet and outlet hoses back on correctly and did not switch them when putting them back on? I have heard of people doing this and thus it not working properly. Just a thought.
