Volvo Sx DuoProp trim gauge

Have a 1997 Cobalt and the trim gage will not read full down only moves about half way of the gauge (just got the boat). I removed the sending unit and turned it and still would only read half on the guage. Appears the boat has this black box with 3 LEDs lit (pic attached) and wondering if that needs adjusting and what the box does? I read the SELCO manual about checking the OHMs but requires special tool to pull the connector apart and it not exactly easy to get to. Tool just looks to be a straigh rod that a nail could subsitute for?

If I need a new sending unit, can this be installed with the outdrive attached?

Spoke with Cobalt service repair person, and he told me this was a trim limiter, when flashing in override mode. Was only used for a couple of years and was very problematic. He stated they just remove them and reconnect the connectors, this is what I did without any problems.
