volvo penta trim/tilt goes down but not up

Hi I bought a 2001 reinell 200 c with volvo penta 5.0. Gl engine and outboard this is my first boat I have never been around boats so I'm kinda of clueless however when I bought it the guy showed me the tilt trim worked up and down a week Later I took it out and it wouldn't go eaither way. I ended up getting in there and the blue wire on the tilt trim pump the quick connect plug was burnt out I re wired them both now it goes down but not up. I also tried to switch the relays still only down. I hear a clicking sound but nothing from the pump and no movement at all

The DC motor operates by reversing polarity across it to cause it to change direction. You have 2 relays interconnected such that selecting and energizing one, say blue for blue sky which is UP has 12v on one wire of the motor and ground on the other. This circuit requires both relays (DPDT) to contribute to the circuit. One is going to be energized by the signal voltage from the trim switch...on the blue wire.

When the operator wants to change trim directions, the signal control voltage of 12v energizes the opposite relay instead on the green wire, say green for green grass which is DOWN and the relays working together, the opposite relay now is energized thus remove 12v from where it was and replacing it with ground. Likewise the other relay is now de-energized thus removing ground from the other wire and replace it with 12v causing the motor to run the pump in the opposite direction.
