volvo penta steering helmet remmoval problem

I have a 1991 Wellcraft with a volvo penta 290 outdrive. The steering helmet broke off and I am replacing it. The problem I have is removing the old stem. I removed the retainer bolt and have gone as far as drilling a 1/2" hole and inserting a 2.5 pund dent puller but I cannot seem to get it to budge. Should I try to heat it up ot what??

If the steering is froze up, you will probably have to melt the plastic bushings out from around the steering fork, when it's hot, pry down with some pry bars (Screw drivers will probably not work) where shown in the picture.
