Volvo Penta steering actuator help needed....

Hello,
can anybody tell me if these 2 actuators are compatible? I have a '95 larson , 5.0FL with SX-C O/D.
Having a leaking problem. All seal kits seem to be for newer one and am having trouble finding a new "older" one. Mine has part# 3854878 (looks like top pic) . I have found sites that say the lower one is only compatible with other O/D models but then says it is compatible with the part#. a little confused.

While the newest number comes up to be 21910902

I have a larson too. My old actuator is like yours. The new one fits. Only difference is the ports for the fluid, as shown on the new one compared to the old one, the ports are opposite. Not sure if that matters.
Even after replacing, my steering is stiff
