Volvo Penta power steering

I have a 2008 Volvo Penta 3.0GL with an SX Volvo Penta Drive with a power steering fluid leak. Of course I will call the dealer next week since its a new boat but would like to have any input to what the problem may be. There appears to be a milky fluid in the bilge after a few days. The reservoir is almost completlely empty and when starting the boat the pump stirs up something that doesn't look like normal steering fluid. The actual leak seems to be at the Cylinder at the transom. The assembly where the Hydraulics connect rides on an arm that is surrounded by "O" rings inside the assembly in which one appears to be letting steering fluid leak out. There also appears to be small particles on the screen in the bottom of the reservoir. I found where some water had been leaking from the engine block drain point which I am pretty sure I cured by tightening the blue drain knob which was a little loose. But the substance in the bilge almost looks like a combination of water and fluid.
