Volvo Penta Overheating, No water in the exhaust

I have A 1998 Regal 1700 w/Volvo Penta Stern 3.0L 4-cylinder. It overheats around 3000 RPM, usually not lower than that. When I bring the throttle down to neutral and wait, about 30 seconds to a minute, and hit the gas it will drop the temp back down to about 175. I checked the water pump and thermostat and they are both operating properly. When I hooked the earmuffs up I noticed there was no water coming out of the prop, when I put my hand near the prop I can feel the exhaust coming out. I have hot water dripping down the transom so I know it is being circulated. Any suggestions would be appreciated thanks.

Check you impeller if bad replace.

Maybe riser or manifold clogged up. If not impeller pull the riser. I'm betting both, need to be replaced.

I have hot water dripping down the transom so I know it is being circulated.
Check your impeller FIRST!
You should have water gushing out the transom, not dripping. Dripping is NOTHING.

Sorry I did not mean drippin it is pouring out. But isnt it supposed to be coming out with the exhaust through the impeller. I did check the impeller and it is in good condition.

Most of the water comes out below the drive near the transom.

Finding this post has been helpful to me. I just changed my impeller and sealing ring due to a leak at my pump. The change out fixed my leak, but then I panicked because I didn't see water coming out of the tailpipe/ prop.

Water is running significantly at the outdrive, but I thought that was just because the water running from the hose had maxed out the inlets on the outdrive.

I've got a 2002 VP V6 4.3GL-A, can I assume this is the same for mine as well?
