Volvo Penta needs help!

I have a 5.8 liter volvo penta. It runs great at idle speed. When I try to give it gas it bogs down and pops. With no load it does this about 3000 rpms. with a load I cant get more than 2000. I replaced the fuel pressure regulator, plugs and fuel filter. It sounds as if it was sucking air when it starts boging down. I cleaned out the air cleaner. Any thoughts on where to go? The plugs where old but clean, none looked overloaded with gas. Please help! Lost

It sounds like Fuel Starvation,........

It could be Anything from the Fuel Tank, to the Carb. or Injectors........

how about water in the tank? The fuel filter I took off was full of fuel. It smells really rich too when I try to give it gas. I am going to try to drain all the gas and put fresh in.

Sounds to me like you must have a fuel injected engine. Which means your engine could have any number of electronic parts also causing your problem.
Before you start throwing more parts at it, you best consider getting the correct OEM Volvo manuals and doing some serious troublshooting.

ok, I am narrowing the problem down now. I put a fuel pressure tester on the fuel rail. It starts i run about 30psi. When I try to give it gas the pressure drops fast down to about 20, then slowly goes to about 18 and then the engine shuts off. I have two fuel pumps on the boat. A low pressure by the fuel filter and a high pressure in the back by the fuel rail. Is it one of the pumps gone bad?? The high pressure started whinning a higher pitched sound you can hear even over the sound of the engine at idle. Any thoughts???
