volvo penta motor running rough when starting and no rpm over 2000

Not my boat. its my brothers 2009 6 cyl. I have worked on outboards a lot but not up to date on these IO motors. Boat had been running fine all spring but on fathers day it was no go. My first thought was fuel filter or bad gas. This boat has very low hours on it. No dealers near where the boat is at. He is looking for help and I will try but need more info if I can get it.

Yup easy to do. If its a fuel water separator its just like a oil filter.bring a bucket and rags for cleanup of any spills.
