Volvo Penta 5.7 GSI rebuilt starter won't turn

I recently had my starter rebuilt and bench tested, worked fine. When I wire it back up in the boat, even without mounting it won't turn when I hit the starter switch. Did replace the power cable from the battery, although currently its a 4 guage not 1 guage. Any ideas of what might be keeping it from turning the starter.

Starter has to be mounted for it to work.

The starter being mounted on the boat is the ground for the starter.
