volvo penta 430 won't start!

Last time run, 1 year ago. New starter new altenator, new battery. when I turn the key, nada. no clicking, or any sound at all. The meter shows 10 volts when the key is turned. Tried jumping from the auto, but same results.
Is there a fuse, or anything else to check? I'm hoping for a simple fix???
