Update: I just removed the fuel filter and drained the contents into a clear container. No water present, but a very tiny bit of particles at the bottom. Not really even worth mentioning. I also looked inside the carbuerator and it looks clean inside all the way to the bottom.

Perhaps a tune up as your father suggested.
New cap, rotor, plugs, wires if necessary.
Have you checked the other cylinders for fouled plugs?
How did the plugs look?

Do a compression test in your tuneup and include cap, rotor, spark plugs NGK BPR6EFS or AC MR43LTS. DO NOT use champion plugs. Verify your timing is correct.

Post your engine full model number also. All the letters after the 4.3

I pulled three of the plugs on the left side of the engine. I have attached a photo of the plugs and a close-up of one of them. The appear dark and have a grimy surface on them. They are the correct NGK plugs.

The model number of the engine is 432BPLKD.

I'd go with Don's suggestion....tune up: cap, rotor, plugs, timing and compression check.
Just did the same on my engine a few months ago... I think total parts cost was under $100
Those plugs look pretty rough, at least change those out.

I think that's what I'll do. I can probably handle all of it myself except checking the timing, so I think I'll take it back to the shop and have them do everything. We're taking the boat on vacation with us next weekend and I need it to be running right and not take any chances this time.
