Volvo Penta 290 Outdrive

When I put the engine in reverse, the outdrive tilts up and wont.t go down. What could be the problem? One boat owner said it might be the reverse lock pin. If this is the case would I need to buy a kit to repair it?

check your reverse lock. its in front of the drive at the bottom of the transom plate. its a dual hook mechanism that both point up.
it should swivel slightly and move up and down easily by hand.
