volvo penta 280 steering

I have a 83 280 that is in a 24' Bayliner with manual steering, the steering binds up. I had to remove the unit to work on the reverse so I figured I'd fix the steering at the same time. I can't seem to get the steering shaft to come loose from the "tiller" I have the cables and linkage all disconnected and the pinch bolt removed but this sucker won't budge. The tiller doesn't look like anything in any of the manuals or parts catalogs so I figure it was a Bayliner set up. There is no set screw only a pinch bolt setup. I started to use an air hammer but I'm afraid I'll ruin the shaft and prying on the transom much harder just seems like asking for trouble. HELP!!!!!!!!!!!!!!

cable comes to a pivot bar that attaches with an adjustable rod to the tiller

If you are trying to remove the steering fork, doen't even think about hitting the top of the fork shaft with anything. It's aluminum and will mushroom out and you will never get it off.
You have to pry from the outside to pull the shaft out of the bushings. Sounds easy and the book says to gently pry it down. But I have had a helper with 2 long pry bars while heating the inside with an oxy/act torch enough to melt the old bushings out just to get them out.
The corrosion that builds up between the bushing and transom shield, squeezes the bushing down onto the fork, which also has corrosion on them and makes it impossible to turn.

well I think my problem may have gotten worse
While applying light pressure to the "ears" one broke they broke off
I can see where they've been cracked for a long time, probably from binding.
I guess my next step is to melt the bushings and hope the shaft will come out easy
