I recently aquired a bayliner boat with a volvo penta 270 engine. As a beginner boater I need to know if there are procedures I need to follow to get the boat water ready. The boat has been in storage for several years.

One of the first things, Tonya, is to learn that your engine is not an outboard. It is an I/O.

I will move this to the correct forum.

A 270 is an outdrive, not an engine. The 270 outdrive was used on 4 cylinder, 6 cylinder, and V8 gas engines, along with a couple of diffent Volvo diesels.
You need to look at the engine and find a model number of your engine.

De-winterizing depends a lot on how it was winterized. Some do it right, some just drain the raw water side of the cooling and call that winterizing.
Basically you need to do everything in the following two threads. Most of it is just IO preventive maintenance, and there are things that will need to be checked out and fixed on your boat.

This is how a boat SHOULD be winterized

And this is how is should be summerized after being properly winterized.

That is just the bare basics.
Once you post the engine model, (AND YEAR) there will be other issues to deal with.
