I wanted to replace the hose connection in the outdrive that looks like a thermostat housing. I guess I have to remove the a odd looking bolt from the steering helmet it has two allen screws and the threaded holes in the manual it calls for a special tool part # 966868 but i can't find it anywhere is there any way to remove this without that tool?

Just put the screw from the back cover in one of those threaded holes. As it pushes against the gear box it will back that pivot pin out.
Remove the 2 allen screws first

Your cover may look different depending on your model, but you get the idea. On some models, there was only one screw.
