Volvo lower unit can't be removed

I took my 1997 Volvo Gi Duoprop lower unit to get rebuilt. The mechanics said they could't rebuild it because it won't come apart. They said the only other option is to take torches to it which may damage the outer parts which are not damaged. Has anyone heard of this happening and should I take it for a second opinion or let them use the torches? Thanks.
