volvo engine won't run smoothly in gear

I have a 75 galaxie with a volvo penta 130 i/o with a 270 outdrive. This is my first boat so I am a little ignorant as to how to fix it's problems. When the engine is started, it runs well in neutral. However, when I put it into D or R, it tries to stall. Working the throttle will help it stay alive but it acts as if there is something trying to hold it back. If it were a car, I would say maybe a vacuum line, but I can find nothing that makes sense. What should I check?

You may just need a tuneup, and/or a carb adjustment or even a clean and rebuild
When was the last time a full tuneup was done? Or any of the other preventive maintenance items needed on boats?

Plugs, wires, cap, and rotor were all replaced just before I bought the boat. But nothing has been done to the carbs. And the boat had been sitting for a while. But would that allow it to run smoothly in neutral and choke it out while in gear? By the way, thanks for all your help.
