Volvo dying below 2000RPM

Have an old boat with a 86 Volvo AQ225 I/O motor. Boat is new to me so I don't really know to much of its mechanical history. Oil change, points/plugs, distributer cap and filters have been done. Runs great above 2K but thats only after reving by hand for awhile to get her warmed up enough to run at all. Cant adjust down below 2 or she just dies. Plus "idleing" at 2K makes going into gear an uncomfortable process not to mention no slow speed. No Wake is No Option. Help please.

Do a compression test to make sure the engine is in sound mechanical condition. While the plugs are out do a visual inspection of them and see if they look like they are burning the fuel off (black is flooding, white is lean, signs of rust is water). Set the points with a dwell meter. Set timming to specs (after setting dwell) and also check that the timming advance is working. Take a sample of fuel and make sure it's gas (not water) your trying to run the engine on. If all that checks out, it's probably a carb problem.

Don't over look all the simple stuff, plugs, wires, cap, rotor, points, condenser, filters
