Volvo DP surges at idle, and steering wheel shakes

Hi, I need help with a 2000 Chris Craft 328 EC. It has twin 280 hp volvo DP. (5.7 ltr)
I have two problems with the boat.

On startup the starboard engine surges untill it warms up. The previous owner said that he had sprayed the engines with a corrosion spray, and it started surging after he did that. Its almost like a choke is sticking. It lopes, or surges from 400 rpms to 750. If you bump up the idle to like 1200, it stops. Im not sure where to go with this. Once warmed up it seems to run/idle fine.

I noticed that twice this weekend, when shifting from in gear to neutral (at the marina or a dock) the steering wheel starts to shake back and forth for 5 seconds or so, then quits. It is on the same motor that has the surging. (coincidence?) I check power steering fluid and it is fine. Is this in the outdrive or the steering cylinder?

Boat is in Florida, in salt water.

Ok, that's part of the model number, there should be 4 or 5 letters following the GSi, what are they.
Has the engine had a tune up lately? Cap, rotor, sparkplugs?
