Volvo AQ130D low compression

The story so far......Have a 21ft cabin cruiser fitted with a Volvo 130d which will not go above 3000 revs, have changed points, dist cap, rotor, plugs & leads, engine revs fine out of gear, in forward boggs down at 3000 revs and makes a growling sound, re checked compression (due to faulty tester)and have found that #4 cyl shows 95psi and the other 3 are around 120, could this be my problem and if so any ideas what it might be?

No wonder it won't go, the compression should be around 170 to 200. Could be rings or valves. You could do a leakdown test or even adding about a table spoon full of oil to each cylinder and retesting the compression will tell you if it's rings or not.
