volvo 5.7 gsi fuel pump problem

Hello, I am new to this forum but was hoping to get some help with a probelm that I am having with my 1997 volvo 5.7 gsi. The boat has been sitting for about 3 months and when I tried to start it today it was a no go. I noticed that the electric fuel pump was not turning on for a few seconds when I turned on the ignition like it usually does. Found the pump relay and supply voltage is going to the relay but the wire that turns on the relay is not being energized. I traced that wire back to the ECU. This happened last year as well but after a couple of minutes the pump cut on and the engine started and ran normally. Is the ECU the problem or is there something else that may be working with the ECU to control the pump that could be causing the problem? I jumpered the pump and it ran fine. It appears that it just is never getting the signal to turn on... any help would be appreciated. thanks in advance.
