Volvo 5.0 Overheating

I have an overheating problem. 3 weeks ago I had my exhaust manifolds replaced,lower end on outdrive rebuilt,new impellar,new thermostat 160deg and took the heat exchanger apart and clean out all the holes.Engine still running at 200deg.Can't figure this out.Any help or suggestions. Thanks

Have you verified the engine exits water sufficiently? Is the coolant level within spec? Is the gauge reading correct?

High temps is a lack of flow. Check the raw water flow

gauge seems fine and water seems Allright
Great, but have you verified the gauge is reading correctly and verified the water is actually flowing sufficiently? "Seems fine" does not sound like a good report of operation
