Volvo 4.3 SX leakage from transom plate

I am concerned about something on my boat as I noticed it last year when winterizing.

When I was winterizing my boat, I noticed that water continuously leaked from my lower unit in the area marked in red as can be seen in the attachment.

It comes out a constant rate as soon as I turn it on. The engine never over heats and when the thermostat opens up it draws water into as I tested noticed when putting antifreeze in for the Winter yet it still leaks.

However, it does not leak when the engine is off and water is still going to the muffs.

Is there anything unusual about this?

There are 2 round exhaust relief ports under there. It's competely normal for water to come out there on muffs.
