volvo 4.3 gxi-e overheating

Need a little help. 2004 Volvo Gxi-E with sx drive is over heating when running at 2800 rpm and up. We have changed the raw water pump, tstat, etc. Did a test today with clear hose and found that there was indeed air mixed in with the water intake. Nothing in the cooler at the transom( impeller blades ) What is the next step? To haul the boat and take off the drive? And what am I looking for now? A disconnected hose or bad gaskets? Everyone is stumped. The other engine is running at about 175 degrees which also seems a little warmer than last season but at least its constant. I'm begining to think I have bought two raw water pumps ( one for each engine) and the problem really has something to do with the drives. Maybe how they were put on this spring. One other note we pulled the risers on this engine and they were not in bad shape. The engine has 250 hours on it in salt water and is in a 2005 boat that was new when she went in in April of 2005.
