Volvo 3.0L Exhuast Question

On the 3.0L Volvo SX drive, when im flushing all the water/exhaust comes out of a brass looking block on the botton of the drive, not out of the prop, is this normal? The bellow is intact, and when you really goose it it will exhaust out the prop, just no water.

I have no idea what "Brass looking block on the botton of the drive" you are looking at, but on the bottom of the transom shield there are 2 holes about an inch in diameter that are Idle relief ports. When at idle, the water and exhaust will come out of them. That is what they were designed to do. If the exhaust had to come out the prop, there would be so much back pressure the engine wouldn't idle very well.
