Good compression, throttle butterflies open all the way, trimmed, WOT with a 17inch ALum prop is a verified 4000. WOT is supposed to be 4200-4500

To check for possible wet foam I weighed the boat and it only weighs 355# more then it is supposed to. Trailer empty weight is 300#, so really 55 more than it should.

ideas? adjust float in the carb?

You might try an external tuning tachometer and see if it shows the same rpm, maybe your tach is inaccurate. Some dwell meters have an inductive pick that goes around one plug wire and will show the rpm when switched to the right meter setting. There are other kinds as well.

Ayuh,.... Sorry 'bout that,... Was in a Hurry....

Somewhere around here, Don has a thread listing ALL the things to Check, when WOT rpms can't be achieved....

Is your initial timing right? is it getting full spark advance?

I just read Don's list in another post:

Engine Won't Reach Operating RPM.

Check Fuel condition. Type and Octane possibly old fuel
Propeller pitch or diameter, damaged blades
Restricted fuel pickup tube or anti siphon valve Fuel System Test
Crankcase oil volume, high oil level can cause aerated oil and lifter collapse
Marine growth on hull and outdrive
Wrong gear ratio in outdrive
Restricted carburetor air intake (clogged flame arrestor)
Restricted exhaust system (broken exhaust shutters/flappers) in engine transom shield or drive
Poor cylinder compression Compression Test
Carburetor defective, or wrong type.
Fuel pump pressure and vacuum
Boat overloaded, improperly loaded, or improperly trimmed.
Engine Overheating
Engine timing and ignition system operation
Remote control cables and linkage for proper travel to open throttle plates fully.
