Volvo 280 Salt corrosion problem

Could post in Props, but think better response here. 12 weeks in the salt pond. New zinc at the prop, motor zinc was wire brushed to a good polish and replaced. All bolts had no antisieze for good contact. Prop/LU have been Primered and TriLux'ed. The back end had the usual crud on it, the lower powerwashed off fine, but the prop looks like crap. This year I even tried leaving 3 or 4 splines grease free for a good contact. Heres what it looks like. Any opinions? Thanks..

what does the anode look like?
its not reccomended to ever use steel wire to clean AL or Zn as the steel will adhere to the less noble metal and cause corrosion.
looks like someone nearby has an electrical "leak" into the water.
did you use a bottom paint on that prop ?

Yep, bottom Trilux prop and LU..the zinc near the prop is new before the dunk..other anode is the block under the OD...wired, then sanded off a belt sander..even had to punch out a next hole size on a twisted off SS bolt (know the ropes..machinist..)
Seems the prop is getting barnacled and popping off down to the Alum on the prop.
We have no shore power at the marina, just overhead lights...weird...I keep starring at the prop trying to figure a Zinc, but keep balance...
