Volvo 280 Outdrive Power Tilt Broken

It stinks that my first post has to be a request for assistance, but here it goes.
I just bought a new (to me) 86 Bayliner with a Volvo Penta 225D engine and a Volvo Penta 280 outdrive.
It has power tilt only.
Yesterday I lowered the drive and took a ride. When I got back to the dock I could not raise the lower unit. When I move the toggle swith to the up position, the motor runs, but the lower unit does not move. If I move the toggle to the down position. It make a quick noise and then falls silent.
Is it possible I didn't lower the drive all the way (I thought I did), and if so would I have been able to run.
Any help/advice would be most appreciated.

It may be that the lockdown mechanism is not unlocking due to a defective sleeve that the mechanical lift pushes on.
Put the shifter into fwd gear and see if it will come up.
When going down, the light should go off and the motor will stop running when all the way down.

Thanks for the reply.
I can not get to the boat until tonight at the earliest to try this out.
If this helps to diagnose my problem. I have had a bear of a time getting the boat into reverse. Really tough to move the shifter back and when I finally get it in, it is at to high an RPM and I end up bailing back to neutral.

Also as I ran yesterday, after lowering the unit, the red light above the tilt control remained on. I truly held the down switch for a good 30 seconds and it was down as far as it could go. I don't believe the motor stopped running (or in the 4 or 5 times I have run the boat has it before) when the unit was down. THis is the first time the light remained on.

Your shifting problem may be a defective cable.

On the tilt, put the shifter in fwd and make sure you can lift the drive easily and it will go down on it's own. I've seen so much corrosion between the bushings and pins and the H Frame that gravity won't let the drive go down, and the lift is not strong enough to lift it.

Are you (or has the boat) been used in salt water?

No use in salt water.

The boat is in the water.
When you say make sure you can lift the drive easily, do you mean with the tilt control?
Is it possible I stripped the gears in the lift mechanism if I ran it without the drive all the way down?

You have to get the boat out of the water to check it, or replace the cable. It won't strip the gears in the lift mechanism. It works on a friction clutch. But if the pivot pins and bushings are stiff from corrosion, then you have found your problem.
