Volvo 270 outdrive tilt issue

I have a fairly recently occuring problem with my V/P 270 outdrive in that it will not drop down from the raised position unless you give the ignition a very quick crank. I know it's not good to start the engine with the outdrive raised so I am very careful to only turn the ignition key enough so the engine barely cranks (but does not start). Once I do this, the outdrive will tilt down. I am not aware of any relationships between the tilt motor and the ignition, so this has me puzzled.

Any ideas or suggestions? Thanks!

My guess is the ujoints are hitting the engine bellhousing which is what pushes it down a little to get it started. Is the rubber pad at the top of the transom shield there? That would keep the drive from going up too high.
I would also look at the bellows, probably torn or a hole poked in it.

Thanks Don. Yes, the rubber pad is there. I will have a look at the bellows.

I forgot to add what I think is a very important point and that is that the tilt motor does not operate until I do the quick ignition crank. Once the tilt motor works, the drive drops every time.

start by checking all your grounds are clean and tight. do the same with the positive battery cable.
